Hockley is unincorporated, which is the detail that actually matters most to the buyers I work with out here. No city zoning, no city building code layered on top of county requirements, and a long agricultural history that means acreage tracts, working wells, and septic systems aren't the exception, they're the norm. It sits right on the Harris-Waller county line along US-290 and TX-6, close enough to Houston for a real commute, far enough out that raising livestock or running a small hobby farm doesn't require an HOA variance.

Hockley has also become a hub for new master-planned development, Jubilee and The Grand Prairie both sit within the community, so it isn't a binary choice between "acreage" and "amenities." What makes Hockley genuinely useful for a homesteading buyer is that both markets exist side by side: newer resort-style communities for buyers who want land and infrastructure, and unrestricted acreage tracts for buyers who want to build a self-sufficient property from the ground up.

Hockley is one of the few places left this close to Houston where "I want to keep chickens and goats" isn't a fight with a homeowners association.

Neither Harris nor Waller County publishes a single statewide minimum; Texas Tax Code Section 23.51 requires land be used at a "degree of intensity generally accepted in the area," which each county appraisal district then interprets. Waller County's appraisal district has published a 10-acre minimum for most agricultural valuation.
